Data here are compiled from the U.S. Census of Governments, which was last conducted in 2002. An important separate analysis based on work by Pitt's Graduate School of Public and International Affairs addresses the fiscal health of the 551 municipalities in 10 counties of southwestern Pennsylvania. Local government includes general-purpose goverments, such as counties, municipalities and buroughs; school districts; and special-purpose governments -- public bodies like parking authorities and sewer districts with limited mandates.
